How to create fillable PDF files

The PDF form creator breathes new life into old forms and paper documents by turning them into digital, fillable PDFs.

In Adobe Acrobat you can make a PDF fillable form from scratch, convert PDF files from a Microsoft Word document, or even upload a smartphone image or a scan a document. Using OCR software (OCR stands for Optical Character Recognition), Acrobat can quickly extract the text and convert it into an editable, searchable PDF — making it easier for you to turn paper documents into fillable PDF forms and continue to edit PDF fields for further customizations.

With the classic Adobe Acrobat program, follow these steps to create a fillable form. If your Acrobat looks different, scroll down to the New Acrobat Experience.

Classic Acrobat

  1. Open Acrobat
  2. Click on the “Tools” tab
  3. Select “Prepare Form.”
  4. Select a file or scan a document
  5. Click Start
  6. Acrobat will automatically analyze your document and add form fields.
  7. Add new form fields: Use the top toolbar and adjust the layout using tools in the right pane.
  8. Save your fillable PDF.

The New Acrobat Experience

  1. Open your PDF in Acrobat
  2. View "All tools".
  3. Select "Prepare a from".
  4. Click the "Create form" button
  5. Acrobat will automatically analyze your document and add form fields.
  6. Acrobat creates the form and opens it in the editing mode. The left pane displays form field tools to add fields and edit the form. The right pane displays a list of existing form fields.

  7. Exit out of preparing the form by clicking the back button (<) or the close button (x) next to "Prepare a form".
  8. Save your fillable PDF.
